The Dow Jones industrial average lurched from negative to positive territory and then hovered at level before a surge in afternoon trading as investors attempted to navigate another rocky day in the markets. Meanwhile, exchanges in Asia and Europe plunged following Monday's record single-day 1,175-point drop in the Dow.

The president suggested he would welcome another government closure if Democrats do not agree to his demands for harsher border security. Senate leaders, meanwhile, said they were making progress on a far-reaching spending deal.
