Republican Trent Franks of Arizona said his wife's ailment prompted him to move up his resignation from the original date of Jan. 30. On Thursday, the House Ethics Committee said it would investigate Franks for potential misconduct after officials learned that he had asked female employees to bear his child as a surrogate.
