Senate Democrats say they can block short-term spending bill
At least nine Democratic senators who supported the last stopgap measure said they will oppose another short-term deal that would keep the government open through Feb. 16. Amid growing signs that GOP leaders did not have enough votes for the bill, the White House expressed frustration with Congress for "being unable to do its job."
